Taro does still look like a total idiot, and Taisei disguised him because he’s the smallest and most likely to fly under the radar in a crowded restaurant, but on the offhand chance that Jiro did look up and spot him hopefully all he would see was the huge gross glasses and stupid bandana and big scarf and mistake him for a homeless lady.
His job was basically to infiltrate Cheapies and find a place to sit so the other two, who are much bigger and harder to hide, would have a clear shot at the hiding spot without having to bumble around the store like big shining beacons for Jiro to notice.
